The general target of this program is to support enterprises to improve their productivity and quality of products and commodities (quality productivity) on the basis of application of standards, technical regulations; advanced management systems and tools to improve productivity and quality; contribute to the increase of the proportion of Total Factor Productivity (TFP) in economic growth, improvement of productivity, quality, efficiency and competitiveness of the economy.
In the period 2021-2025, the harmonious ratio of national standard system to international standard system and regional standard system is 65%; having deployed training and having qualified certification for 600 experts in productivity and quality at ministries, departments, cities and enterprises.
In the period 2026-2030, the harmonious ratio of national standard system to international standard system and regional standard system is approximately 70-75%; having deployed training and having qualified certification for 1,000 experts in productivity and quality, in which approximately 200 of them are certified regionally and internationally.
In the period 2021-2030, the number of enterprises that are supported with solutions to improve productivity and quality annually increase by 10-15%, in which, the number of certificates for Management system following ISO 9001 and the number of certificates for Environmental management system ISO 14001 issued for enterprises increase by at least 10% comparing to the period 2011-2020; there are at least 100 enterprises that have been instructed about consistent application of solutions to improve productivity and quality, becoming the example model to be shared and enlarged nationally.
Vietnamese enterprises are supported continuously with solutions to improve productivity and quality of products and commodities. (Figure)
To achieve the above objectives, the Program points out the tasks and solutions to complete the mechanism, policies to motivate activities for improvement of productivity and quality. Researches are conducted to recommend mechanisms, policies, science and technical solutions, and innovations for motivating and improving productivity of the country, departments, cities and enterprises during the economic reconstruction.
Concurrently, strengthen the activities regarding information and media about productivity and quality. Motivate dissemination and instruction of application for management system, tools to improve productivity and quality, especially tools for smart production and smart services in enterprises. Praise and reward organizations and individuals with high achievement in activities to improve productivity and quality. Encourage, support enterprises to participate in the activities related to National Quality Award.
Besides, support enterprises to apply standards, technical requirements, management systems, basic tools to improve productivity and quality, motivate applications of management systems and tools to improve productivity and quality specifically for sectors, areas, newly-published standards of management system. Support enterprises to apply well the system of finding the origin of products, commodities, apply good agricultural practices (G.A.P), practice production of organic agriculture, green productivity, etc.
Vietnamese Minister assigns Ministry of Science and Technology to host, lead the activities in the Program; instruct other related ministries, departments and cities to construct the plan and deploy the tasks of the Program.
